I use an image editing program to resize for printing; Irfanview is a
popular freeware image editor.

There are also programs specifically designed for this purpose.  One is
http://www.coverxp.com/main.asp

incidentally, the reason they are so "big" is to utilize the ability of
printers to print high quality (resolution).
